THANOS PLEVRIS

Lawyer of Athens, Supreme Court.

Mr. Thanos Plevris was born in Athens on May 21, 1977, is a graduate of the Law School of the University of Athens and holds a master’s degree from the University of Heidelberg with a scholarship (2002) with his work “The patient’s consent according to Greek and German criminal law”.

In addition, since 2006 he holds a doctorate from the Law School of the University of Athens with a dissertation on “Criminal Liability in Medical Practice. Research and Experimentation with the object of man “.

From 2019 until today, he is a Member of Parliament for Athens A with New Democracy.

In the past, he participated in the Special Parliamentary Committees for conducting a preliminary examination on the “Criminal Liability of Ministers”, etc. N. Pappas and D. Papagelopoulos in the Standing Committee on Educational Affairs and in the Special Standing Committee on Parliamentary Ethics.

He also participated in the Standing Committee on Social Affairs and the Special Standing Committee for the Monitoring of the Social Security System.

In 2018 he founded the urban non-profit company with the name “Surveillance of Infections in Health – Civil Non-Profit Company” (EPI.LOISY).

He has published several studies on clinical trials and patients ‘rights with the most recent being “Nosocomial Infections, Legal Assessment, Patients’ Rights, The Doctor’s Position, Examples of Jurisprudence” from Law Library Publications 2018.

He speaks two foreign languages, German and English.

He is married to Eleni Papatheologou Plevris and has two children, Niki and Konstantinos.

Mr. Marios Themistokleous is a graduate of the Medical School of the University of Athens, holds a doctorate from the Medical School of the University of Athens and a postgraduate degree in the Organization and Management of Health Services.

He was Chairman of the National Central Health Procurement Authority, a member of the Government Policy Coordination and Monitoring Committee for Tackling the Covid-19 Coronavirus Pandemic and Coordinator of the Special Advisory Committee on Stavros Health Initiative Don’s Health Initiative Presidency of the Government.

He was Chairman of the Steering Committee of the Health Insurance Sector (former TSAY-Health Insurance and Pension Fund) and Vice-Chairman of the Board of the EBRD (Single Fund of Independent Employees).

He worked as a neurosurgeon in hospitals in the United Kingdom, at the “Evangelismos” Hospital and as Curator A ‘at the Neurosurgery Clinic of the Children’s Hospital “Ag. Sophia”.

GEORGE PATOULIS

George Patoulis was born in Athens, Greece. He entered the Athens Medical School and specialized in Orthopaedic surgery at the Athens Laiko Hospital, where he also wrote a doctoral thesis. He is specialised in Health Economics and graduated from the National School of Public Health.

He was elected in the Board of the “LAIKO” Hospital, while at the same time he established the Association of the Trainee Doctors of Athens and Piraeus.

In 1997, he established the “Young Doctors” Pan-Hellenic Society and in 2002 the Association of the Freelance Doctors of Attica, where he still holds the position of the Honorary President. In 1998, he was elected municipal counsellor for the first time at the Municipality of Pefki, where he has formed the institution of Municipal Medical Centre.

In 2006, he was elected for the first time Mayor of Amaroussion in the Region of Attica. In 2010, he was re-elected with 57% and in 2014 he was again elected for the third time as a Mayor with 60%.

At the same time, he established the National Hellenic Inter-Municipal Network of Healthy Cities, while he also became the President of Association of Municipalities for the Protection and Restoration of Penteliko.

In June 2011, he was elected for the first time President of the Athens Medical Association. He was re-elected in the same post in October 2014 and October 2018, the last time achieving a percentage of 55%. In parallel, in January 2012, he became one of the founding members of the Social Mission Clinic.

In October 2014, he was elected President of Central Union of Municipalities of Greece, while in 2015 he was elected Vice President of the Council of Municipalities and Regions of Europe (CEMR), where he was elected again in December 2016.

In February 2018, he was elected President of ELITOUR.

In the Local Administration elections in 2019, he was elected Regional Governor of Attica with 66%. In October 2019, he was elected A’ Vice-President of the Association of Regions. In February 2020, he was elected Vice-President of the European Committee of the Regions (CoR) and Head of the Greek Delegation of the Committee of the Regions for the 2020-2025 term.

He has published various articles and other work in scientific medical magazines in Greece and globally.

FOTINI T. KOULOURI

Ms. Fotini Koulouri serves as General Director of Public Health and Quality of Life of the Ministry of Health, with a three-year term selected by ASEP.

She is an Administrative Science, PhD in Political Science and Public Administration from the School of Economics and Political Sciences, National and Kapodistrian University of Athens, with postgraduate studies in Administrative Science and undergraduate studies in the field of Humanities and with numerous trainings in Greece and abroad, in state and other recognized agencies and international organizations abroad.

She has participated in working groups as president or member as well as lecturer in lectures on the organization, administration, health economics and public policies of the health sector and social policy. Furthermore, she is also a Postdoctoral Researcher at the University of the Aegean.

With a long track record and experience in positions of responsibility in the State and contribution in the field of Health and Welfare, and until assuming her duties as General Director of Public Health and Quality of Life of the Ministry of Health, she has served as a Service Secretary in a special position of 1st degree at the Ministry of Immigration and Asylum, as Head of Directorates and Departments at the Ministry of Health as well as Deputy Director of a Hospital, a total of (19) years, in the fields of Administration, Financial Services, Primary Health Care, Mental Health and Addiction Treatment, etc. al.

Panagiotis (Panos) Minogiannis has been the General Manager of the Onassis Cardiac Surgery Center since 2014, achieving its financial recovery, while maintaining its clinical results at the high levels that have established it as the best cardiac surgery center in Southeastern Europe and contributing to the implementation of the Onassis Foundation national initiative for the Onassis National Transplant Center.

After his tenure as Health Services Coordinator at the Athens 2004 Olympic Games, he worked at executive level in the health sector in Greece and Qatar. He served as President of the Board of Directors of the Athens Oncology Hospital “Agios Savvas”, between 2010 and 2013, leading it to its fiscal recovery, a significant increase in patient turnover and the safeguarding of its growth prospects with important infrastructure and expansion projects, such as the N. Kourkoulos Day Care Center, the first in Greece in collaboration with the Latsis Foundation.

In his tenure so far at the OCSC, extroversion has been strengthened with recognitions at national and international level with the last distinction being in 2021, namely the award from the IHF* for the protection measures against the COVID-19 pandemic.

He received his PhD from Columbia University in New York in 2001 and his thesis on European Integration and Health Policy was awarded the Marisa de Castro Benton Award. From 2009 to 2015, he was also a visiting professor at the same institution, as well as at the Open University of Cyprus. He has published books and many articles on various health policy topics. He received a Scholarship from the Onassis Foundation and is the current President of the Scholars’ Association. In 2016, he received recognition for the outstanding support of the White House Medical Unit and the President of the United States.

MINA GAGA

Dr. Mina Gaga (MD, PhD) studied at EKPA, specialized in Pulmonology at the Pulmonary Clinic of the University of Athens and then specialized in Allergology and Clinical Immunology at Imperial College and the Royal Brompton Hospital in London.

She was an Assistant Professor at the University of Athens and Director of the 7th Pulmonary Clinic and the Asthma Center at the General Hospital of Athens. “I Sotiria”, as well as the Director of the Medical Service of the Hospital, with both a clinical and an educational role.

In addition, he has served as Secretary-General and President of the European Pulmonary Society, Secretary of the European Accreditation Council for Pulmonology (NCDC) and Advisor to the World Health Organization (WHO).

She has been actively involved as a lead researcher in multiple clinical trials, and is a member of teams for the development of asthma and lung cancer guidelines, in which he has published extensively.

On August 31, 2021 he took over as Alternate Minister for Health.

IOANNIS KOTSIOPOULOS

Dr Ioannis Kotsiopoulos was born in Athens and studied Mathematics at the University of Athens. He continued his postgraduate studies in Manchester where he graduated with an MSc in Decision Technologies.

He continued his research in decision support systems, optimisation techniques and data science problems, participated in several UK and EU funded research projects and published several papers in esteemed international conferences and academic journals.

His PhD discusses semantic interoperability challenges in large scale data integration problems in the healthcare sector. Ioannis has worked in senior management roles both in Greece and the UK and has led many digital transformation initiatives.

He was a founding member of the Greek DRG Institute, Deputy Chief Executive of Nea Ionia Hospital, Chief Information Officer in Dorset County Hospital, member of the NHS Digital Academy and most recently Secretary General for Health Services in Greece.

Ioannis has coordinated the response of the Greek Healthcare System against the pandemic and at the same time he designed an ambitious eHealth Programme which will be funded by the Recovery and Resilience Fund.

Ioannis is particularly interested in healthcare quality and learning health systems and he played a key role in the establishment of the new Organisation for Healthcare Quality in Greece (ODIPY) and the Regional Office for Healthcare Quality of the World Health Organisation in Athens.

THEODORA PSALTOPOULOU

Mrs. Theodora Psaltopoulou is an Internist, Professor of Epidemiology and Preventive Medicine in the School of Medicine of the National and Kapodistrian University of Athens (NKUA).

She holds two postgraduate degrees, one in Epidemiology from the Harvard School of Public Health (HSPH, Harvard, US), and the second in the Organization and Administration of Health Services from the University of Athens.

She has also received the title Clinical Nutrition Specialists (US).

Her teaching covers subjects of Internal Medicine, Epidemiology and Preventive Medicine to undergraduate and graduate students.

She has participated in Greek and European research teams and was the main researcher in a World Cancer Research Fund International funded program (WCRF). Her research interests aim to study factors in preventive medicine and public health; she has published approximately 200 papers in international scientific journals (pubmed) with thousands of references.

She is a member of editorial boards and a reviewer in numerous international scientific journals, as well as a member is scientific commitees.

ANDREAS XANTHOS

Andreas Xanthos was born in 1960 in Rethymno and is a graduate of the Medical School of the Aristotle University of Thessaloniki.

He specialized in Microbiology and worked as a doctor of the National Health Service at the Perama Health Center and the Rethymnon Hospital.

He was for many years President of the Association of NSS Doctors of the Prefecture of Rethymno, of the General Council of the Federation of Hospital Doctors (OENGE) and of the General Assembly of the Panhellenic Medical Association (PIS).

He actively participated in the establishment of the Voluntary Social Solidarity Clinic that has been operating in Rethymnon since 2008.

He was elected MP for Rethymno for the first time in the elections of May and in the repeat elections of June 2012.

He is a member of the CoE. of SYRIZA and from 2012 to 2014 he was in charge of the Health Department of the SYRIZA Parliamentary Group.

In January 2015, he was re-elected Member of Parliament for Rethymno, SYRIZA, and served as Deputy Minister of Health from January to August 2015.

From September 2015 until July 2019 he held the position of Minister of Health.

Since July 2019, he has been a Member of Parliament for Rethymno of SYRIZA and Head of the Health Department of K.O. of SYRIZA.

THEOKLIS ZAOUTIS

Theoklis Zaoutis, MD, MSCE, PhD is Professor of Pediatrics at the National and Kapodistrian University of Athens and Emeritus Professor of Epidemiology at the Perelman School of Medicine of the University of Pennsylvania and at the Children’s Hospital of Philadelphia (CHOP), where he served as Chief of the Department of Infectious Diseases from 2014 to in 2018.

He received most of his medical training in the United States, with the exception of his doctorate, which he completed at the School of Medicine of the National and Kapodistrian University of Athens.

In 2015 he was one of two finalists for the position of Director of the European Center for Disease Prevention and Control (ECDC).

He is an Advisor to the “Stavros Niarchos” Foundation for the Initiative “Supporting the Health Sector of Greece”, which began in March 2018, as well as an Advisor to the Regional Office of the World Health Organization (WHO) for Europe in Greece, a position he supports the Ministry of Health of Greece in the development of primary care clinical guidelines and prescribing protocols for acute respiratory infections and urinary tract infections.

Since the start of the COVID-19 pandemic, he has been a member of the National Committee for the Protection of Public Health against the COVID-19 coronavirus, of the Ministry of Health.

Since 2018 he is the Chief Scientific Officer of the Penta Foundation, one of the leading Organizations in Europe, which conducts research on pediatric infections.

In the United States he holds the position of Chair of the Pediatrics Special Section of the National Institutes of Health (NIH) Group on Antimicrobial Stewardship.

He is a Member of the Scientific Council on Combating Antimicrobial Resistance of the Center for Disease Control and Prevention (CDC) and a Member of the Committee on Infectious Diseases (The Red Book Committee) of the American Academy of Pediatrics (AAP).

He has more than 270 peer-reviewed publications, most in the field of pediatric infections, with a focus on hospital-acquired infections, antimicrobial use and resistance, and vaccination.

Dr. B. Nikos Chatzinikolaou was born on October the 9th 1962, in Alexandroupolis, Evros. He started working as a journalist in 1983 covering education topics in the newspaper “MESIMVRINI”.
